新时代新征程对社会工作专业人员队伍建设提出了新的更高要求。党的二十届四中全会通过的《中共中央关于制定国民经济和社会发展第十五个五年规划的建议》作出“加强社会工作者队伍建设，提高专业化服务水平”的重要部署。《意见》作为系统部署社会工作专业人员队伍建设的第一个中央文件，充分体现了党中央对社会工作专业人员队伍建设的高度重视，对于建设一支听党话跟党走、本领强业务精、有情怀讲奉献的社会工作专业人员队伍，促进社会工作服务事业长远发展，提升公共服务和社会治理专业化水平，具有重要意义。
